How To Get Eco Cheat For Green Neighborhood To Work?

Hi Everyone,

I want to play Eco Living w/all the new neighborhoods being Green. I can't get the provided cheat to work in my game yet.

Testing Cheats is On

While in a lot in the Industrial Neighborhood

I type in: Eco_Footprint.Set_Eco_Footprint_State 0

Nothing changes.

Tried typing it all in lowercase letters... Still No Joy.

Tried typing in "Green" instead of a number.

Get Error Code that Green is not a valid entry and
that valid code is: GREEN, NEUTRAL, INDUSTRIAL

Tried typing in last word: Green as GREEN... Still No Joy.   

Any help, advice or thoughts? Thanks.
