How big can floods get in The Sims 3 Seasons?

One of my Adult Sims moved to a different house,and outside her house was a huge puddle,The biggest one I've ever seen,I never seen a flood that big in The Sims 3 Seasons,But is it possible a whole town can be underwater or turn into a sea or a due to heavy rain.

No it's not possible for the town to flood to the point that it would turn into a sea or be underwater.

Puddles get big in some places, but don't really do any harm. They will dry up after awhile.
