An0nymous ghost can't fill public enemy milestone?

So... my sim get one of the distinguished with honors degree and immediately got level 8 criminal career as one of her options. The second milestone - Join the Criminal Career (300) - is filled just easy. But the third milestone - Reach Level 4 of the Criminal Career (400) - is not fulfilled.

Nevermind. It is solved by quitting the career and rejoin it.
