Can you find the books for skills in the Papyrus Memorial Library? Where? Any help would be greatly appreciated.

If you're viewing your Sim from behind as they walk in, it's the first one on the left. It's angled.

I usually find them on the bookshelf that looks like it is made of glass.

Thanks a lot! I didn't want to have to pay for them.

The books I can't find are the fishing ones that tell what baits to use.

Unfortunately, you have to buy those at the bookstore. :)

You do not need the bait books: Just look on the Sims 3 Guide for Fishing.

That is what I did to find out the bait. I don't like my Sims to buy anything if I can help it. I haven't found a way around having to buy recipes though.

You can try making them watch the cooking channel. My sims even learned ambrosia from the TV (:

Thanks for the tip. Do you think they would learn the recipes in the world adventure locations by watching television.

It's definitely worth a try Rachel. You can also "Trade Kitchen Secrets" for recipes with Sims that have the Natural Cook trait and are employed in the Culinary career. You have to wait 24 hrs before trading kitchen secrets with the same Sim again.
You've played too much TS3 when ... your 13 month old's babble sounds like Simlish!

It's possible to learn the WA recipes from the TV. I've had a sim learn one, but only the one time. You can also learn recipes from going to clubs and eating the foods there. I've had a cook learn the Cheese Plate recipe from a club once.

Easy Happiness Points, when your angler wants to "learn bait for <fish>"

Do you mean that you have to read the book to get those happiness points? I feel as though my Sim has gotten those points just by using the guide which the game sees as "experimenting". If you find the bait by "experimenting," I think that you get the points for "figuring out" the bait.

Yeah I am pretty sure that once they use the particular bait to catch the fish in question they fulfil the wish too. (:
