How do I grow a perfect Omni plant?

I received Omni plant seeds for completing the Omni plant challenge and have ordered seeds in the mail several times, but the best quality I ever get is excellent. Is there a way to improve the quality of an existing Omni plant or is it just random chance as to whether I'll order a perfect seed? My sim does have the super green thumb lifetime reward as well, but seems to make no difference when planting. Thanks for any help.
