Does anyone know of a mod that will allow normal sims/spell casters to use alien/vampire/merfolk ears in CAS? I really want to make an elven wizard but the game as is will not let me. So I am turning to mods but haven't found one yet.

I am not familiar with a mod for elven ears, you may want to check over at say MTS, TSR, or other modding sites or communities that may know more about where to find mods/cc like that.

I had been using the mod below up to the end of last year, so until before the Get Famous pre-patch.
According to its comments section, though, it got broken by Island Living.
Maybe its creator will update it?
