Best way to place Townies?

After doing something incredibly stupid, I am rebuilding by Sims4 world.

What is the best way to place your Townies so the least amount time passes.

If you mean in-game time, the best way is to go to manage worlds. There, you can place as many townies as need be without any actual game time passing. As far as how much time it will take you, that's probably the fastest way as well.

Adding to that, while you can create new households from Manage Worlds and it's easy, I wouldn't place them fresh out of CAS and would instead exit out of the action. Otherwise you'll be switched over to that one and you may not want that. They'll be in the list of households, just under the "Not in World" ones.
