Can we build apartments on houseboats?

I'm wondering if we can build apartments/high-rises on houseboats? I know we probably couldn't place the actual shells for apartments (i.e. skyscrapers), but would the apartments function properly as long as I place the correct mailbox, the call box, and designated NPC doors?

I've never tried building apartments on houseboats. However, depending on how the houseboat lots work it might be doable.
