If you're having issues purchasing or downloading the new game pack try fully exiting the game and Origin - If exiting Origin isn't working, open Task manager (Ctrl-Shift-Esc) search for a file called ts4.exe. Click on it and select end process. Launch the game again to see if it's available for purchase or download.

If that doesn't help, clear your Origin Cache files:
