Can scrap and metal be consigned?

I have a cop who keeps digging through people's trash to do reports, and every time he winds up having about 20 things of scrap, some metals and a few random items thrown in, but when I go to the consignment shop, it appears that scrap and uncut metals can't be sold. This is odd to me, especially since I see uncut metals in the menu to buy when I go to the elixir consignment shop.

I always thought scrap and metal can be consigned? Am I wrong?

I don't know, I've never really tried to sell scrap via the consignment shop. I've always sold it out of my inventory.

The reason you can buy some scraps and uncut metals from the consignment shop is just in case you are low and need it for a project your Sim is working on and you don't feel like digging for the scraps. - If  you have the Inventor's Workbench to make inventions with.
