Career Level!!!

I am a bit confused as to where it shows the actual level I am in a certain career and their available ""career room reward" stuff..  Example, Alexander Goth is an Author (writer).. if I look at his job career icon (top left corner) it says he is at level 8 yet, I cannot get the art work that only requires him to be at level 3.  He is not the only one I have that issue with.. is it because he is an NPC?? Or is it because I am not looking at the proper spot to know exactly what level he is at in his career???
Can someone please help me here because I am a bit at a loss .. thanks in advance

You can look at Carl's Careers Page - http://www.carls-sims-4-guide.com/careers/ and look for the Career List.

For example you mentioned wanting to know more about the Writer Career and what career levels it has. - http://www.carls-sims-4-guide.com/careers/writer/

I've noticed this with NPC sims too. For some reason if you haven't played through the levels the career items don't unlock. I even had this happen with my own sim that I saved to my Library and dropped into a new game. I didn't have time to problem-shoot though so not sure if there is a work-around.
