Sim doesn't recognize sister-in-law

I had a weird issue when playing with a family today. I was playing a pre-made family (a male sim and his girlfriend) and the male sim has a brother that lives on another lot. He has his brother in the relationship panel and it has the family symbol under his brothers name. Now, he has never met his sister-in-law, nor his nephew, both of whom happened to walk by the house today (she was pushing him in a stroller). I had him introduce himself to his sister-in-law, but there was no family symbol under her name in the relationship panel like there usually is.

I even tried the romantic social "ask if single" on her. The game brought up the pop up that she was married, and the brother's name appeared as her partner, but my Sim still doesn't seem to acknowledge her as his sister-in-law. I didn't try socializing with his nephew because no options were available so I don't know if he'd recognize his nephew as family.

What's going on? I know that in-laws were always acknowledged in the relationship panel every other time I have played families in the past.

I don't clearly remember atm what I did, but this similar thing happened to me recently except that the founder lady didn't even show up in the family tree. I went to nraas forum (chatterbox) and they helped me get her into the family tree. I believe that there is a way to fix family relations also, but  you have to have one or both of the NRAAS Story Progression and Master Controller mods.

I played with the family more today and it gets weirder. Apparently the brother and his wife are married, but the family tree shows them as engaged (pink connector line instead of dark-colored marriage line) Also my Sim married his girlfriend (now his wife) and his wife clearly recognizes her husband's brother and his spouse as in-laws. So I don't now if the issue is with the neighborhood or the Sim.

It's weird how screwed up the game can get. I'm not too keen on using mods, but I suppose I could check it out.

These mods that I mentioned are quite safe. They've been thoroughly tested and tried and there are no conflicts that I'm aware of and if there is, they state such plainly.

Any time I have relationship issues with my Sims I fix it via MasterController. I haven't had to do that in awhile, so I'm a little rusty on how to use it to fix a relationship.
