Sims 4 Game Flickering

A few months ago i reseted my dell laptop bc it was really slow and went to download Origin and Sims 4. As I opened sims 4 the top of the screen started to flicker like as if the screen was broken. I would touch my screen because it's touchscreen to make it stop and it would until i moved my finger. I had changed my settings to high quality to make it stop but the game would just lag. I don't know what to do, I have asked on other sites about this problem and no one has answered back. If you can figure out this problem, please let me know.
