[BUG] It's Winter....can't plant

I decided to take my experimental Sim and start her broke and shelterless in Winter.  Thought she'd starve to death but not so.  You CAN still harvest a few plants but.....I can't get her to plant things, even from the seeds I bought.  Neither outside nor inside shelter.  At first she planted a couple of boxes of plants but now it simply won't let her plant anything no matter the time of day or whether she is inside or outside.  Bug?
