My sims won't stay still

I have noticed that sims seem to sit and then pop back up and end up across the room.  When sims get something from the fridge, they just pop over to the table and you have to direct them to eat. So far it is not a game breaker, but it is rather annoying.  My sister is having this issue too, so now at least I know it is not my computer. Anyone else's sims like to pop around, lol?
Is it true that cannibals don't eat clowns because they taste funny?

Yep, it's like they teleport to where they are heading, correct themselves, go back to where they started then walk to their final destination... lovely - not. It doesn't happen all the time but enough to be noticed.

Also my sims are back to playing very bad musical-chairs which is something I haven't seen in my game for years. It may all be part of the same bug.

Sounds like it to me too.  It does get annoying at times, but not a game breaker yet.  It is pretty disturbing when out to eat and all sims seem to do it at the same time, yikes.
Is it true that cannibals don't eat clowns because they taste funny?

My Sims are teleporting as well - between house levels even :o

And during winter, if they are hungry and take out a plate of food, they often abandon the food to go and shovel snow instead :-\

I've also noticed that before going inside, they stop halfway through the front door to look up and enjoy the moment ???

The stopping going outside/inside to enjoy the moment is the animation for sims to acknowledge that there is a working thermostat on the lot.  :)
