I want to get married to a celebrity to get stars and just so I can be married.... whats a good way that I can woo him over quickly and get him married?  ???

Usually there's a social interaction with Celebrities to where you can "impress them" with your skills or lack there of. I'd start from there and then work your way up to the wooing. It normally doesn't take too long. But depending on how high their celebrity status is the higher yours needs to be to actually be in a relationship with them I think.

Yeah you have to edit the town and merge the families together.

You can also use the testing cheat console to add a Sim to your household.  It only goes one way, though.  You can't use it to move yourself into the other Sim's house.  It works like this:

1.  Ctrl-Shift-C to open the cheats console.
2.  Type "testingcheatsenabled true" without the quotes.  Enter.
3.  Shift-click on the target Sim.
4.  Select "Add to Household".
5.  Repeat number 1 and type "testingcheatsenabled false" to turn off the cheat console.

If you plan on cheating to do this just set it up as Pam said then slide the relationship bar all the way up. Then do your romantic socials and things should soar from there.

Also, if you merge their families together, you don't have to impress the celebrity. You can just skip to normal interactions.

If you enable testingcheats in the main menu screen, instead of during a game, you can slide relationship bars, remove moodlets and give your sims lifetime happiness points.

I believe he's talking about the interface where you select the save you wish to play, or in the edit town menu.  Not sure which.  But to be honest, I'm not sure you even need to enter the cheat from there.  I think I've been able to do both after entering the cheat in-game.  I could be wrong though:  I may have entered the cheat on another save file, exited and then entered another.

I don't think it makes any difference. 

I usually enter testingcheats after I've launched a family, and the features are all available ... although that may just be a Mac thing.

By "the main menu", I meant "before you select a save game to play", or before you start a new game.
