Skills won't increase

I'm playing a household in Moonlight Falls, and one of my Sims' skills just won't budge. They are currently on Level 9 of the Logic skill, and no matter what I do (read a logic book, use telescope, play chess) the bar will not raise at all. He was halfway learning the next level so the bar is stuck at the halfway point. I'm trying to raise it to 10 so he can complete a wish and also because he is at the top of his career.

It's not an issue with the neighborhood, because I switched to another house and that family's skills level up fine.

Anytime this has happened to my active family, I've just reset them individually or as a household by evicting them and moving them back in.

I'll have to try evicting the family and then moving them back in, because I have reset him a few times and it hasn't worked. Thanks!
