No, as i3 processors aren't made for gaming, they are more made for daily tasks (office/school), browsing web, video, listening to music and other light tasks. You're better off with an i5 or i7, if you want to do any sort of gaming.
This one also doesn't have a dedicated video card and it doesn't have adequate cooling either.
Please keep in mind that while Sims 4 looks like a "light" game it is not. It needs a better processor and dedicated video card to run the game well without issues.
The one I linked is the best/cheapest I can find. If you have a strict budget it maybe a good idea to wait and save up more, as a realistic budget for a laptop is in the $800-$1000 or more range. Desktops are cheaper and you get more computer for the money. Those range between $600-$800 or more.
