My Young Adult Male is married to a Adult Female Sim when he was during to get intimate with his wife by trying to hug her amorously she backed away how can I avoid that from happening again.

You need to have both sims in a flirty mood and slowly build up the romance by flirting first and making compliments.

If they are married, it shouldn't be an issue. Unless she is unflirty and/or in a very bad mood (sad, angry, uncomfortable, tense). Usually though, it's only a problem in my games if the spouse has caused said bad mood. If they were caught cheating, for example. Sims hold grudges and can even try to get even.
