Cheat console refuses to open

I have tried every possible combination that I've read here but still haven't been able to access the cheat console.  I am trying on my aspire laptop and also my windows pc...is there another alternative?...besides not using cheats!?  thanks, Jan

Try repairing the game first. In Origin > Games Library tab, right-click on Sims 3 and select Repair.

I didn't follow MrsFlynn's links, but something else to consider is do you have something else that is using ctrl/shift/c? When I first got my screenshot program, it used that combination to take a shot so I changed the code on it and now it works in game.
