Sims freezing in queue

I've recently downloaded City Living and ever since my sims have not been able to move on to actions in their queue but instead get stuck. Even when I reset them they stand still with an action queued up but never actually dropping down for them to act on it. The only exception is things they can do themselves such as showering or sitting, but when they are sitting they can't move onto an action they're meant to do during like talking or making a move, they just freeze with the sittting action lit up.
I have deleted every mod that was detected to have any issue, I restarted the game multiple times, and nothing is fixing the issue

If you haven't already, try these troubleshooting tips:

1. Delete Game Cache Files (What and How-To)

The localthumbcache.package can be found in the main Sims 4 folder
C:\Users\Username\Documents\Electronic Arts\The Sims 4

2. Move the mods folder to desktop (for testing purposes) - This is to fully make sure it's not outdated mods/cc or some hidden files in the Mods folder. - Read more in the post linked below:

We received a new game patch earlier this month that has made some game mods and custom content become outdated. You need to go through your mods folder to see what needs to be updated.

3. Try Repairing the game. - Right-click on Sims 4, and select Repair.

Sometimes this freezing is related to a moodlet change so sometimes pausing your game until you see the change occurring or for a few real life seconds seems to help the game process this change which in turn allows the sims to behave like normal.
