Spawners not working

I have created some lots with spawners for gems, bugs, and seeds, but they are not working. I have a few nrass mods master controller, debug enabler, error trap, overwatch, register, and story progression. Could one of these mods be causing spawners to not work? It has been three in game sims weeks and nothing.

It is a possibility that the mods could be interfering. Have you tried resetting the town using MasterController or maybe trying a Sims 3 factory reset then try the lot in a new game? If you're not sure how to do what I mentioned, please see the posts linked below:
