Have you tried playing another game file to see if celebrities show up?  It might just be a glitch in that particular save file.

I had something similar happen on one of my save files.

All of my Sims were 5-star celebrities, yet none of them ever got a free gift. Is it a glitch or something?

How long did this happen?  Gifts seem to come randomly.  I haven't checked to see if it's on a schedule, but it's sometimes at least several days before something comes.

Yeah, I'm working on starting up another one right now. But it will have to be after the Holidays.

Did you check the family inventory? It doesn't always notify you when you get a gift. I know when I was a Celeb I never knew I had anything until I was putting something in the family inventory.
