How do I "open" beach property?

I purchased the beach property Venice Beach.  It is marked "closed" and I can't figure out how to open it for business.  I've been able to purchase and place items to upgrade it, but that still won't let me open it. Any advice?

Can you remind me, which world is it on? Did it come with the Island Paradise expansion?

If it is with Island Paradise, and is one of the resorts, I can't help you with it, sorry.

If it is a beach, after purchasing it, if you click on the map tag for Venice Beach, there should be an option of 'real estate', clicking on that option there are options of 'check upgrade requirements' 'buy on property' and 'build on property'. If you select 'check upgrade requirements' it will tell you exactly what you need to upgrade the property to the next level. Something along the lines of 'To upgrade this property to level 1 and open it for business, you need the following items 2 picnic tables, 1 toilet and 1 sink and a total lot value of $10,000 ($4688) to go'. You would then need to buy the required items/build on the property AND make sure you spend at least the amount required. You can purchase more items and spend more money, which may be enough to upgrade to a two star or three star property. Three star is the highest that properties that can be purchased rise in value to.  You can also place things like photographs, sculptures and paintings on the property to also increase the value of the property.

Thank you. I just hadn't purchased enough stuff to place on the beach. As soon as I put an expensive statue, the beach reached level 1 and opened for business.
