Single-Digit Frame Rates on Good-ish Computer

Hello, this is my first post on these forums so sorry for any mistakes that I make. So I've been playing The Sims 3 and I noticed that it was extremely laggy and the fps, while usually stable at my home lot at about 60, drops to around 20 when using speed 3 and when I go to map view. It drops to 8-9 when fast-forwarding on community lots. I tested a few worlds (Lucky Palms, Bridgeport, and Riverview) and this seems to be happening in all of them. I've also tried lowering my graphics, but it hasn't made too much of a difference and my computer should becapable of running it all at high (which I usually do). I am currently running Ambitions, Late Night, Generations, Supernatural, and Seasons too. I am also running a bit of store content and nraas's Story Progression, Overwatch, and Errortrap. Is there anything I can do to help my game run better?

My Computer Specs (Just decided to post them because they might be useful)

RAM: 16 GB
Processor: AMD FX(tm)-4300 Quad-Core Processor     3.80 GHz
System Type: 64-bit Operating System, x64-based processor

Graphics Card: Amd Radeon R7 360
2 GB dedicated video memory

There may not be much that can be done, as it's normal for frame rates to fluctuate while zooming in and out and scrolling around in-game, even with having better graphics cards due to the way the game has been optimized.

How much CC do you have ? Some kinds of bad CC can do that too.
Anyway, if you have CC, I think it's a good idea to check everything you have downloaded.

Thanks for the responses! I'll try running the game without CC and see what happens, but if it caused by the CC I have, I may just deal with the lag because I just find the CC I have to be essential.

Also, although FPS drops may be common isn't it unusual how it drops to such low numbers like 8 or 9?

No it's not unusual for the game to drop that low. Specially when fast-forwarding. The game skips over frames while it's fast forwarding. The same thing happens when traveling.
