Placing lots help

I need help, when I click on a lot or family from my library either that I built or downloaded, I cant place into current world I'm playing on. This has been since the update before then I was able to place a lot or my families into the world that I'm playing on. I have tried going into build mode and opening library there and clicking on building I want to use and nothing and I have tried from manged worlds and the same thing. Just wondering if anyone else is having this problem or if anyone knows how to solve it?

The only advice that I can give is to do a factory reset. Here's a link to crinricts help page. Go through each step checking that all the points are covered.
