I've done everything correct, and i still can't find CC houses.

I have done everything that you are supposed to do to get a downloaded lot in the game. Unzipped them if needed, put them in the tray, gone to advanced and clicked Included Custom Content, clicked others, and they still don't show up in my library. I have been trying to get this to work for a few days. I will try any suggestions given to me.

It sounds like you may be looking in the wrong place for the CC houses?

When I add my zipped houses and unzip them to my Tray folder they show up in my Library.

To see the house/lot in library: You may need to select View Content By: Others to see the house, unless you made it. Select All. -- Also look for Advanced menu and make sure that the Include Custom Content box has a check mark in it to see creations that include CC.

I have tried all of that. I'm not sure why I am having this problem. I have clicked others, included custom content, and I still don't see them. Anything else i can try?

I just play-tested this and it worked for me. To make sure we're doing the same thing, try this:

Make note of the date-time stamp of the files. Take your zipped CC house, and unzip it to your Tray Folder.
C:\Users\<Username>\Documents\Electronic Arts\The Sims 4\Tray

Check the date-time stamp of the files to make sure the house files are there. Load the game, go to your Library to see if they show up. Again you might have to click Advanced to include custom content.

What is a date-time stamp? The file in particular I'm using isn't zipped either.

Date/Time Stamp is the date and time a file was either created or modified. You can see this by going to Details View in File Explorer.

It looks like the file is in .zip format. So what you would do is download the file to your hard drive. Then copy the file to your tray folder and unzip it from there.

I am using a MacBook. When i download the file it is just a folder, not a zipped file. I have unzipped files before, but I have never downloaded a lot and had it be a .zip file. they have always been folders with files like "0x0000..." with a bunch of other 0s and ending with ".blueprint" or ".trayitem".

I fixed it! I have no idea why i had to do this, but I had to zip the downloaded files, unzip them, and then put them in the tray files and it worked. Thanks again for trying to help, i just wanted to let you know i fixed it. :D

Oh sweet!! Errm.. That you were able to get it to work. I am really happy to hear that. I've been racking my brain trying to figure out what's happening.  I even did some more testing. *Snicker*

Just in case, not all kinds of compression software work the same. Not all archivers are equally good on Mac, just like on PC. They don't compress the same way.
On Mac, I recommend Keka, which is free. The beta version has more options, and can protect your files with a password.

Yes I am also very glad! It is still acting a bit weird. I put that lot down in my game so I could use it, and then i exited the game to test some things. Instead of just leaving the files in the tray folder, I made a separate folder for lots to be in for organization, and then did the same thing to a different lot, and then checked my game and they were not in my library. I don't get why it is being so weird. I left the game again and took those files out of that separate folder in the tray folder, and then checked the game and the lots were there. I have a separate folder in the mods folder for all of my custom content and it works fine so was curious if I could keep my lots organized this way too. Also after I was messing with this a bit, one of the times I reloaded the game, my whole library was reset! This has happened once before, and I have no idea why. Its quite annoying. I have to go find all the things I had saved if i want them again now. Has this happened before to anyone? Do you know of a way to prevent it?

I use Keka, too, by the way.
