Modding community areas

Is it possible to modify some of the community areas? I'm not thinking of actual lots, but for example, in the Oasis neighborhood, there's a little community garden with picnic benches and grills. Is there any way I can add to this or change it?

Currently no but the simmer zerbu mentions this in an old post sometime last year. Maybe you could follow this up and see if he(?) actually did anything with this idea.
