Sims can purchase other Sims paintings now

My Sim just purchased her mother's painting in Windenburg near my French cafe because she was in the same neighborhood for the night.  I found out that I could have my Sims purchase artwork at the art gallery in San Myshuno, but now, they can purchase it in other worlds.

Is that a new option or just because I have CL?

I assumed it was due to one of the recent patches so it should be for everyone regardless of if you have CL. Not 100% sure though and it is such a process to uninstall just one pack that I'm just sticking to a guess.
