There isn't anything within $200-$500 dollar range that is capable of playing Sims 3 and expansions with any decency.

Regardless if you want to play it on a desktop or laptop, best advice is to save about $1000. That amount should get you a good gaming pc that with run the game and expansions well.

No it wouldn't. Office computers like these are not good for gaming due to the processor being under powered, not having dedicated video cards and the power supplies not being adequate for gaming. They are often not easy to upgrade due to the slim case.

Here's an example of a good starter pc. This will allow for medium/high settings.

iBUYPOWER AM300B Gaming Desktop = Price: $599.99
https://www.amazon.com/iBUYPOWER-AM300B-Gaming-Desktop-FX-4300/dp/B01HIA66LG/

- AMD FX-4300 Quad Core 3.8GHz
- 8GB DDR3 System Memory
- NVIDIA GTX 950 2GB

However, with budget pcs it is very strongly recommended to buy a better power supply as the supplies that come with most budget gaming pcs are under powered for actual gaming. This can cause damage to the system due to over-stressing the power supply.

Recommended Power Supplies:

EVGA 500W Power Supply = Price: $36.45
http://www.amazon.com/EVGA-Continuous-Warranty-Supply-100-W1-0500-KR/dp/B00H33SFJU

EVGA 600W Power Supply 100-B1-0600-KR = Price: $39.99
https://www.amazon.com/EVGA-BRONZE-Warranty-Tester-100-B1-0600-KR/dp/B00EON40CS

Yep that would work.

The above suggestion, was only a suggestion found from a quick search. I have found some that are lower priced, but not as low as the one you found.
