Here is a modern and affordable house with 2 bedrooms : 1 main bedroom and 1 kid's bedroom (which you can also use for friends, your mother-in-law or as a mad scientist's lab, if you prefer ;D ).
Lot size : 30 x 20
Cost (unfurnished, decorated only with plants) : 21919
Add-ons : generations (stairs), seasons (door), into the future (windows and hedge), pets and supernatural (plants)
I might post a furnished version later.

Here is the furnished version ! (which at about 59000 §, is definitely not a starter anymore  ;D )
I used a lot of items from the expansions and stuff packs. It's cc-free and no store items.

I really like making children's rooms in particular, and the staircase is from Generations if my memory is good. It needs an EP anyway, I'm pretty sure it's this one.
I wish I were good at finding inspiration for building shells though. I've never been.

Candyd, I know what you mean about not finding inspiration! When I started out I had all my Sims live in premade houses lol. If you want to build shells I highly recommend Ruthlesskk's Out of the Box series. This particular guide is for The Sims 4 (I think her Sims 3 ones have been deleted) but the same principles should apply.
