Interesting.  When I had my large family each ask the same celebrant for a skull only the first one got a skull.  The others had the request greyed out.  I'm going to try this again.  I'm at 8 skulls!! Yay!

Each celebrant has a 24-hour cooldown during which time your other sims can't ask for a skull.

Yes, she has...in her pale blue outfit with painted face makeup for this challenge.  My favorite outfit of hers was the one in your screenshot --- with that great hot pink jacket.
