Jasmine Holiday not showing up

I've tried to call Jasmine Holiday twice now so that I can unlock the shelving unit and she says she will be right over but doesn't appear.. Is there somewhere else she can be found, or am I missing something..

I've picked up 5 of the 9 skulls so far from various NPC's but no sign of Jasmine Holiday.. I know I could just cheat and get the shelf that way but I'd like for my sims to actually meet Jasmine.

I don't know if it makes any difference, but my sim phoned her after dark and she came over soon after.
The next night, she showed up at our lot as well, even though we didn't phone her.  It was also after dark.

I've seen people post that after they phone she hangs around at the entry point of the neighborhood so it's best to go hunt her down and talk to her that way.

@oshizu  I have tried that and she hasn't shown up, tried during the day as well as at night, no sign.

@Playalot  I have checked the neighborhood entry points since the celebrants show up at random points and figured Jasmine might be like them and randomly show up but i'm yet to find her.

Maybe she's near Garden Essence.  I found her there when I did skill boost week at about 9 p.m.

@coolsim9999999  that sort of worked, had to visit Garden Essence for a little bit before sending my sim home to call Jasmine, to get her to show up.

I also called twice and she did not show up.  Then I got the message about the display case and it showed up in my sims inventory even without Jasmine showing up.  Go figure, lol.

I called her several times without her ringing the doorbell before I realized that Jasmine Holiday was appearing out front, but immediately walking away.  I had to chase her down!

I called her from my front yard and it was a no show.  Later I traveled to the lot across from where Sylvan Glade is, (I have a gym there), and she was there at the entry point.  I think you can pretty much always find her near that garden, or at least in that neighborhood.

I also had a problem with her showing up. I called her twice, with different Sims. Since my Sims had days off, I threw a dinner party, to take care of an aspiration. When the party was over, I noticed Jasmine hanging out in the neighborhood. I think that the time of day definitely has something to do with when she appears.

This challenge drives me crazy. Though Jasmine came to our lot as soon as one of the sims phoned her and, for some reason, strolls by our lot every night, my sims keep getting duplicate skulls.
So I envy you, Franki, with your five out of nine skulls. Also, I'm glad you finally hunted Jasmine down!

QUESTION: How do the offerings work?
If five sims in my six-sim household give offerings that are "appreciated as gestures of respect," does that mean more celebrants show up?
Or does it just boost the chance of at least one successful offering? Do the celebrants only show up in one's hood?
If the sims were to travel to another nieghborhood, would they meet others?

@oshizu  I've now completed the challenge and yes it will drive you nuts but it's fun at times.

1. The offerings are like a goodwill gesture, that will bring a celebrant to your area if accepted, if they aren't accepted nothing happens.
2. nope, more celebrants don't show up but use those 6 members to ask the same celebrant one after the other for a sugar skull, it speeds up the collecting a little bit as sometimes 3 out of 6 get a new one.. it's a random skull each time.
3. In my 8 sim household I've found that it doesn't really boost the chance, but it helps with Grim later on.
3a. they are all over the place, I was able to pick up a couple of sugar skulls while two of my sims were on a date in Willow Creek neighborhood.
4. it's random where they show up but after dark in popular places is where I had the most success finding them.

So if different sims ask the same celebrant for a skull, the celebrant may give out different skulls?
The only time I had two sims ask the same celebrant, they both got the same skull so I thought each celebrant carried a specific skull type.
Also great to know that my sims shouldn't just wait on their lot!

I'm having trouble moving forward with my legacy because I'm obsessing over the skulls, LOL. Thank you for sharing your wonderful tips!

@oshizu  from my experience with an 8 sim household, with ages ranging from child to elder, they would each ask the same celebrant for a sugar skull, sometimes they all got the exact same skull, but other times, some got the same, others got a different skull.

With the offerings, if you have a child sim do it, then a child sim celebrant will show up, same with the other ages, the related age celebrant will show up.. no guarantees but that's usually the way it goes.
