Sims won't use staircase

I have just discovered this very annoying glitch in quite a few houses in a world I just built.

The Sims stand at the bottom of the staircase complaining that something is blocking their path and they won't go up.

I am a fairly experienced builder so I was sure the path was clear but to be on the safe side I did some testing by deleting any objects, doors, roofs, floor tiles, anything that could potentially be in the way but to no avail.

The weird part is, as I was deleting these things one by one and getting no where, when I got the point where I had deleted almost everything off my sim went, happy as Larry, up the staircase. So I added something in, he got stuck again. So I deleted the thing I just put back. Now he's stuck again! Even though the house is in the same state as he previously went up.

It's happening with several different lots with different layouts and different families (resetsim doesn't help either) but it's not every lot in town, so far it's only been three but I've not tested every single house in town.

Does anyone have any suggestions I can try to fix this? Thank you in advance!

My go to option is to try a factory reset with new test game to see if it's happening in a new game. - This might be something to consider since it sounds like it's happening in multiple towns? with several different houses?

But if you'd rather try a few troubleshooting tips. Here are some that I have found. Please forgive any that you have tried.

1. Check routing. - Make sure there are two squares free at top and bottom of stairs and nothing interfering with said stairs like wall art or windows.
2. If you've got stacked stairs - for example spiral stairs, move one to a different area to see if that might help.
3. Delete stairs, and replace them.
4. If using spiral stairs, change the angle of them and make sure there is room around them with no furnishings, wall hangings, windows.

Something else to try is Nraas MasterController - Reset Everything. That sometimes helps when stuff is stuck. The link below has a how-to on using MasterController to reset everything.
