No Signs of the Creatures - No Zombies?

I decided to reinstall all of my sims 3 games and play them; reinstalled Pets, Seasons, Monte Vista, Supernatural and Island Paradise.  They seem to be working fine, except in some areas.  I created a fairy couple so I could create a small alchemy garden.  Problem is, they are doing fine as far as planting, weeding and everything except in one area.  The bloom option never comes up.  Tried it with two different couple in two different towns, no bloom option.
Also, none of the creatures, vamps, werewolves or zombies are showing up.  I can create them, they just don't show up on their own.  Had the notice that it was a full moon, but not a sign of a zombie.  None in the town or anywhere.  Had my sims on static and as they wander around the town, in the park no sign of other types; vamps, weres, no witches waving their wands as they practice magic.
I have only played in MV and in SV, not yet in MF, but that shouldn't make a difference.   
Could it be windows 10?  Could the discs be having problems and I need to buy new ones?  In my old computer I had reinstalled a couple of times, wouldn't think that would matter but I don't know about how doing so can affect the CD and thus affect how the game preforms.

I'm not sure what's going on gameplay wise, but the problems you're having aren't technical related. They are most likely game hiccups. So buying the game again won't solve the issues.

What you may want to try if you haven't yet.

1. Try Resetting the Town, Individual Sims and/or Evict Household

2. Check your game options - Advanced Demographics Options to make sure you've got what life states you want checkmarked.

You're correct, it shouldn't matter what town/world you play in. If you've got the creatures turned on, they should show up after awhile.

I don't really play with the creatures turned on. However, you can use cheats to make sure they are turned on as well.

Use Shift-Ctrl-C pressed together to get the cheat console to come up. Type in testingcheats on.

Left-click on the mailbox. Select Supernatural Population Control. Add Supernatural Sims to the World.
