Game and stuff packs are available via download only for both PC and Mac.
Regardless of where you purchase them from. Target, Walmart, GameStop, BestBuy etc., and online too like Amazon. They only offer game codes and will usually state it's digital download only, or it's a game code purchase.
The only content that may come on disc for Sims 4 are the expansions. However, you may be getting game codes instead of the game discs in a box.
As of the end of 2015, early 2016 EA/Origin has gone download only in most countries.

This means you are purchasing a code for the digital download version and there is not disc version available. You may not see anything said on the game/stuff packs, so that is assumed that they are digital download only.
The reason for this it seems that EA wants to tie everything together in with their Origin client.
