Sims 3 CAW lot height problem

After reading the tutorials for CAW, I'm still struggling with the height of my lots when, well, making worlds.

It either goes one of two ways;

* My lots end up as squares filled with water.
or
* My lots are just big square holes.

Perhaps I'm just being a bit blind, but I can't figure out how to solve this.  ???
