FPS Limiter not working

Hi all,

I used 3booter to limit the Sims 3 so it wouldn't kill my GTX 970 graphics card, but as of two days ago, it comes up with a warning that Windows cannot access the specified device, path or file. I had played the game with some new packs and then shut down the computer. Next day, the fps limiter no longer works and whenever I try to launch it, Windows deletes the 3booter file.

I have tried re-downloading all the FPS limiter files, I have uninstalled Origin and reinstalled it, uninstalled the Sims 3 and tried to make it run on the base game alone with no success.

I was able to limit the FPS manually using the Nvidia control panel to set the VSync to Adaptive (Half-rate) and set the sims to a refresh rate of 60 to get it to stay stable at 30fps (according to FRAPS). However, when I do this, I get long pauses lasting up to 15 seconds a few times a minute (rain will continue to fall, but my Sims don't move and I cannot give commands) and I cannot figure out what is causing that either. I didn't have the 'stick points' using the limiter, so you can imagine why I would like the get it to work again.

Any help would be wonderful!

I am not familiar with FPS limiters but when I searched on the problem, I found two very helpful threads that I wanted to offer, just in case you haven't seen them yet.
