I'm back to Sims 3 from Sims 4 now and reopened my saved household. The patch version is 1.63.5 at the moment. I moved my household to a new custom world and got a new house to live in and tried to let them make out in bed but there were only, 'relax', 'sleep', 'ask to pillow fight', 'set bed ownership' and 'nap' although my 2 sims are husband and wife, also they are best friends as well. I thought at first time, it could be some mods or hacks I've been using, so I quit the game, renamed the sims 3 folder to the sims 100, and ran the sims 3 again. I picked 'sunset valley in the Main menu, and activated 'Langerak' household. I tried to let Dustin to have a make out in bed with his wife on vanilla but there were no interaction for make out and woohoo even though they are friends and husband and wife. I don't know how to solve this issue and can it be a possible bug? I have all expansion pack up to into the future.
