How to upgrade Personal Extinguisher？

My Sims has reach Level 5 in Firefighter career.
However, I can't find the personal extinguisher in my inventory to upgrade.  
Is it inside the fire department?

I think you are talking about the little bell-like thing on the wall at the Fire Station. It's to the right from the stairs. Tinker with it a bit and it will be upgraded.

I believe you have to click on yourself and it will give you the upgrade option.

Yes you click on yourself to do the upgrade. I didn't know about it for a long time. Then once I clicked on my sim for a different reason and it came up.
