Celebrities will show up regardless of what town you play in and so will vampires.  The existing population will start turning into celebrities and vampires as well as some moving in from out of town.

Oh ok. So are they homeless or do they take on some of the empty lots? Or do the people already on a lot become celebrities? Maybe I need to wait till I get enough points to get that celebrity finder thing everone is talking about. I just didn't want to make a Sim aim to be a celebrity in the suburbs if they can't meet anyone to assist in raising the star rating.

I can't really figure out the star system mechanics. In my dynasty generation 4 accidentaly got one star from a friend who only had one and when she met a guy who didn't have any he got one from her and after a while they both ended up having three just from interacting with each other. Now half the family got stars only because of them. This seems more like an infectious disease than real life fame, is that a bug or is it supposed to be like this?

When you are friends with a celebrity it will add to your celebrity meter but I don't know how much. Just from becoming Friends with Matthew Hemming my sim was at like 3 stars and they were only Friends not Best Friends! Which I can kinda see. If you are friends with a celebrity you are more likely to get known then if not I would think because you would be in pictures with them and whatnot.

Achieving celebrity seems to be very easy for the children of celebrities.  In my Clan Douglas Dynasty, Molly just became a child yesterday and this morning, 24 hours later, she's already a 3-star celebrity from interacting with other family members.

The Sims already in town will become celebrities gradually.

Ok so my boyfriend was pressed to be a celebrity sim so now he got the sim on the actor career path and has four stars now. Ok so I am NOT tryin to have my sim (his wife) and our children be celebs because I spotted the paparazzi and I'm not feeling it for the rest of the house. Are we doomed to become celebs because daddy is one?

I'm citing as an example, three brothers I moved to Bridgeport, two of them became celebrities, but one simply does not budge, despite of him being friends and have constant interaction with his celebrity bros, and despite of him being tagged along (in a group) by his eldest 3-star celebrity brother! His teen brother became a celebrity overnight and he doesn't even go out at night. What gives? Thanks!

Sims are just different.  Have you tried getting the one brother to greet and try to impress celebrities when he's out?  Maybe he just needs a little push.

I have a town, that I've added 3 bars to, but no celebs have appeared. It's also listed as a "suburb" in the main menu? Why is this?

Ruby I have no idea how you got suburb.
But I know that SV in my dynasty is one, even if not listed as one. There are now 3 celebs in SV, one is my 3.gen heir for catching 6 fish for opportunity to give someone fresh fertilizer. His daughter became one when she was a child (not sure why) and third one is vampire living in Mosquito Cove. All are 1 star celebs. Now, main celebrity gossip is what skill they have, and it's not even true! After first message "did you know Erik has a logic skill" I went to check since I don't want him to have it, and no, he didn't have any logic skill. They continue this, and even gossiped about my founder having a cooking skill (which is his supermax skill and he is top chef). Life is so boring in SV that even if they made things up, it's still boring Other then skill gossips, they share tips about hot spots for the night, without reading paper or talking to someone else, it looks like one of them decide it is going to be at Eugi's tonight, and so it is

Since Late Night, every non-City, non-China, non-France, non-Egipt world (that is, riverview, sunset valley, barnacle bay, twinbrook and any custom world that isn't flagged as any of the above things) gets a little "suburb" icon on the main menu.
As for celebrities, the game will eventually spawn some.. or should. Other than that, gaining skills or promotions should get you your first star, after that, any of the normal ways of getting celebrity points should start happening and spread the stardom. This includes being children of celebrity sims, which, from your description, seem to happen at age-up.

TGBlank, in this case I'm not sure gaining skills and promotions had something with fame (even if it is logical). 1 star celeb's wife married him while he was already a celeb, then she mastered writing and painting, and they have a child, and she got no stars (even with few bestsellers written). His brother mastered 4 skills and nothing. Little one was talking to her no celeb uncle waiting for her teen birthday when she got one star, and she didn't have a single point in any skill. His father mastered guitar and jammed around, earn a lot of money from tips and got many many friends among fans, but no celeb points.
They all got many opps to deliver paintings, sculptures or do some skill related stuff to gain celeb points but I don't want them to. I got one spawned celeb/vampire living in one of the ugliest dirtiest houses, which I find funny at least.
I would expect that reaching certain level in career will made your Sim celeb (like astronaut) or maxing skill, skill challenges, or earning a lot of money true skill. Those things are logical to bring some fame. I just remembered that I don't have movie studio in town due to dynasty rules, so no actors maybe mean no real celebrities?
