Where has the sim gone?

I downloaded a custom sim from TSR. I've installed it plus 2 custom items. No problems with the game. However, where do I find the new sim? I've added sims before and always found them in the edit town section where the created families/sims are, but it's not there. Am I looking in the wrong place or is there something wrong with the downloaded sim? This has happened recently with 3 other sims so I uninstalled and deleted them. Any suggestions? Thank you.

I'm not entirely sure where to find custom Sims in-game. As I don't play with any 3rd party CC. However, you may want to search for the answer at TSR or the sites you've download the custom content. As they maybe able to help you better.

Edited to add:

I did search out what the problem might be. TSR's answer is the game needs to be fully patched for some items to show up.
