[BUG] Public Enemy Aspiration, Need Help!

I've been trying to finish the public enemy aspiration for a few days now but I've hit a snag. I've been trying to do that part where you have to get your sim to witness the death of another sim but whenever I kill a sim in front of him it never seems to register with him, instead he just has a try at pickpocketing the grim reaper and completely ignores the fact that a sim died in front of him; even if that sim that is now a smoldering pile of ash used to be his wife.

Can someone give me some suggestions about what I might be doing wrong?

This bug has been going on since nearly the beginning of the game. It has been reported as a bug, and are being looked into from what I understand.

At this time, there is no fix or work around.

I have fulfilled that objective twice by trapping someone in a pool.  Keep having your sim talk to them and use some moodlet solvers or something to keep your sim's needs up.  When they die, your sim will stop talking to them and witness their death.

My sim got his step daughter so mad that she died of cardiac explosion and that triggered his.
