Edit lots not shown in map view?

Hello,

Does anyone know, is it only possible to build on/edit properties shown in the map view? In the "neighborhoods" there are small parks, community gardens, etc. In Sims 3 all properties could be edited, but I can't seem to find a way to do it.

At the moment, there is nothing like the world editor, so we can only build on or edit the lots that are placed.
