CAS For Developed Sims

I've been going under the assumption that there is no cheat to change a sim's primary physical appearance while retaining all skills, relationships, etc. Just checking. Is there some way?

Also, if hair color is cosmetically changed, can progeny inherit the dyed color?

As far as I know, there is no way to do that.

Yes, progeny can inherit the dyed color, at least in my game they have.
