Can't use foundations separate from rooms

You know how in the sims 3 you could just draw a patch of foundation or decking anywhere you wanted? Well I was trying to build a decking section outside my front door and all it does is either change my structures foundation type or when I try to draw it it says I need to apply it to a room. What do I do?!
