PI Investigation Case

How do you complete the Power Studying case? I sent my sim to the library like it asked. Then it asks you to study there. No study option is coming up though! I'm playing in Moonlight Falls with the library of lore if that makes a difference.

I believe it is bugged, I have never been able to complete that opportunity.  This also shows up when you are in the ghost hunter career.
