Plate dropped in park

So my sim was eating when I wanted him to go greet someone. Rather than leaving his breakfast in the house he carried the plate out to them in the little park and finished the food after they walked away. Then he set the plate down and now it is stuck at the park. If you mouse over it you get a "throw away" but when you try to click it says "A trash can or sink is required to clean that up". Since its in another lot I can't do anything to it unless there is a cheat that will allow me to get rid of the plate or build on another lot?

You can edit the public lots in Household Management mode. You should be able to get rid of the plate in the park by going into build mode and deleting it from there.

My sim has ditched her plates on the sidewalk a few times now and I just left them alone and over time they disappeared. I don't know the exact timeline, but it wasn't so long that I grew tired of looking at them.
