I don't know if this is the right place for this, but I've created an orphanage (1 adult, 6 children) that can be added to your town if you want more children for your sim children to play with. It can be found in the gallery with #carlsguide and/or #children.

I made 4 teen households today, 2 male and 2 female for my teens to socialize with and date. They are uploaded under #charzof and #carlsguide in the Gallery.

To make them homeless Townies, load them into an empty lot and then evict them. They should show up under your Manage Household menu and will randomly populate when you visit other lots.
