Plus you gotta have someone to woohoo with.   ;)  I'm learning my way around with a single Sim and that's more than enough for me at the moment.  I did find something else for fun though.  It's not great at increasing fun if you are way down but if you play a radio wherever your Sim is, you see the little arrow going toward the positive so it at least keeps the level you are at from decreasing.  Once you've got fun up, just keep the tunes coming and you're good to go.

Fishing seems to always be fun, and it's productive (therefore a productive way to have fun). Gardening doesn't seem to generate fun and while painting did for me in the beginning, it no longer seems to work unless the sim has the attached aspiration.

The fastest I've seen so far is playing computer games.  You get the 3 plus arrows with that and it fills quick.

I've noticed this as well with my kids who need have motor skills raised I have them play Keyboard Commander (only available at a certain level of motor skill) and it keeps their fun up and they build the skill.

It's a really good way to raise motor skill, because they won't drop the action like they will wander away from the monkey bars.

My Sims usually listening music while doing activity (e.g: eating, talking), I think that’s faster way for me before my Sims could afford something to satisfy their fun need. Other than that ‘Take it Easy’ at work seems helpful to build Fun need faster, as I don’t care so much about promotions, haha.

Yeah, the Fun need is a bit of a pain to deal with, as I almost always have my Sims Work Hard at work. Right now I can only afford a small TV for them which raises the fun bar somewhat but most of the time they go without amusement until the weekend rolls around and they have time for other activities. ::) Sometimes I'll have them browse the web on their phones, which helps a little. I'll buy a bookshelf next, I didn't know reading would raise the fun bar that much. (I personally am a huge bookworm but my Sims aren't so I never bothered to get one...)

One thing I do like about the fun bar is that having sims tell jokes to each other raises it. Both the sim being funny and the one talking to her/him gets a boost to their fun bar. This is true in life and I think it's great that it's not true in the sims :)

I've just started a single painter sim and I'm using Don Lothario for 'booty' calls to fill her fun. LOL  He seems happy enough with the arrangement. ;)

Painting is still fun, just not as much and not long enough to get the bar up. Besides everything else that has been mentioned, there's a fun potion you can get from the Rewards store for 100 points.

After you've built the rocket ship, exploring space in it fills up the fun bar.
